EuroMiniHockeyLeague (EMHL) 2010/2011

Propositions

  1. EuropeanMiniHockeyLeague is a long-term competition in mini ice-hockey for teams with players in atom category (9-10 years). The competition will officially be organized by ŠHK KŠK (HOBA) Bratislava ice-hockey team.
  2. The goal is to involve the highest number of children in mini hockey matches in order to motivate them to further training and practice, enhance popularity and awareness of youth ice-hockey, attract more children and develop an ice-hockey basis of talents, educate them through sport and in spirit of fair- play game.
  3. EMHL matches will be played at the adjusted (attacking and defending) zones of an official ice hockey rink. These zones will make up three mini hockey rinks. The matches will take place on the opposite zones of the ice-hockey rinks leaving thus the neutral zone unoccupied. In the event of the agreement among the teams, the organizer may set up a tournament in the neutral zone for players born in 2003 and younger.
  4. The dimensions of the zones for the matches will be the area between the board and the blue line (max. 1.5 m from the blue line). Thus, two matches of the teams’ category A (born 2001) and category B (year 2002) can be played at one time. Substitutions will be made from the benches located one meter behind the blue line. Face-offs can be held at five spots: after the goal scoring-in the middle part, after goalkeeper´s interruption always in defending zone of the team who will interrupt the game. The 2 minutes break will be after each period. Players (2001) will use the original ice hockey sized goals while players (2002) can use smaller mini hockey goals.
  5. The game is played in three 15-minutes periods (eventually 3x12 minutes). The starting lineup will comprise of 3 players on the ice per a team. After three committed fouls, the team will be awarded a penalty shot (except breakaways, board fouls, board check, fouls without the puck, which will lead into penalty shot right away). The fouls will be judged by referee. In the event of constant rules breaking, in particular the roughing, the player can be rule out from the game. If an opponent has been seriously injured, or if the referee believes that there was a deliberate attempt to injure a player, the rival team will be awarded a penalty shot right away; notwithstanding the three fouls have not been committed yet. The previous fouls will be deleted. Substitutions will be given every 1 minute and will be signalized by the time keepers. The referee will immediately stop the game. The players will stop playing, leave the puck and rink, while three substitutes enter the game instantly. The formation of players can vary in course of the game and they should be lined up by their skills and performance. Power play (without goalkeeper) will be allowed only in the last minute.
  6. If for any reason (injury, delay of game, repair and modification of ice gates construction or modification of goalie gear) the game will be interrupted, the timekeeper will stop the time.
  7. According to the number of participating teams, the teams will play against each other. With the participation of nine teams, the teams will meet twice each. Each team play will thus play 16 matches. Each team will organize two to three tournaments. At the end of the season the winner of EMHL will hold a final tournament with the participation of at least the first six teams.
  8. The roster of individual teams (A, B) must comprise of at least 10 players, including goalkeeper. The players can be registered only on a single roster in course of the season and are allowed to play only for the team, in which they have been registered!
  9. If any team is unable to begin the game, the opponent will be awarded a win with a score of 5:0. If the team will be fined 100, - Euro. In case of a repeating occurrence the team will be ruled out of the competition. Confrontation should be conducted immediately after or in course of the game. In case the team forgets to submit a roster with the photographs (each player must show the insurance card!), he will lose the match with a score of 5:0. The team, coach team official, player or fan who attacks the rival’s bench may be a subject of contumacy. In the event of a physical attack, the match will be immediately terminated, and the outcome of potential contumacy will be in competence of the organizer of the competition.
  10. Minimum number of players on one mini tournament is 6 +1 goalkeeper!, The maximum is 15 + 2 Goalkeepers.
  11. The organizer shall ensure the safety of players, coaches, team leaders. In areas of player’s benches and penalty benches shall be of no unauthorized persons, the organizer must ensure the safety of players and people allowed on the ice and not let anyone else on the ice. The organizer must protect during the match all the entrances and facilities for the possible entry of unauthorized persons on the ice and prevent it. The unauthorized person must be expelled from the premises of the ice stadium. In a case of the insufficient organization, there is a fine for the organizer of 20-80 Euros!
  12. The competition is organized and financed by the below mentioned teams. HOBA Bratislava acts as the official organizer of the competition. The teams are not entitled for any financial or other claims or subsidies from HOBA Bratislava. Similarly, the persons who participate on the organization of the tournaments are not eligible for any financial claims or contributions from HOBA Bratislava.
  13. Participants: HOBA Bratislava. HK Trnava, Dívčí hokej CZ, Viedeň 48-ers, Ružinov Bratislava, SHKM Hodonín, Viedeň Capitals, WEV Viedeň a HC Uničov. In the competition can play players born after 01.01.2001 and younger for the A team, born after 01.01.2002 for the B team. Exceptions are granted only for girls, who may play even though they were born after the 01.01.2000 in A team or B team for 01.01.2001. Boys are allowed to join the girls hockey team, but they must be on roster and girls must represent at least half of the players for the match. Coaches and leaders of each team are responsible for ensuring that all players have valid medical checks and are properly insured (health insurance).
  14. Before the start of the competition (09/16/20010), each team will present the roster with a facial images (in electronic form), last name, name, identity number and jersey number. A player who is not listed on the roster can not join the competition. On each match there must be submitted the roster with the photos of the players, insurance cards to organizers by the heads of the team. The teams must line up for the match with at least 6 players and 1 goalkeeper. In case of violation of Rule 6 +1 follows contumacy for an opponent in the ratio 5:0. New players can enter the roster at any time during the competition so that the details of the player will be sent to the principal organizer to address lubomirliska@yahoo.com and if none of the teams will make any protests against the start of a new player, he can play the match organized after the first three days after the request.
  15. The illegal start of a player is penalized with a loss of the match by a score of 5:0, and a fine of 100, - Euro. In the case of repeated violation of the rule there is an unconditional exclusion from the competition.
  16. Tournaments are played under the rules that apply for the 4th years competition policy and disciplinary SZLH. Exceptions as provided in these propositions.
  17. There is one referee for the match. He is in the responsibility of the organizer. Referee must know the rules, must be adequately clothed (no jeans). His name will appear on the score sheet.
  18. Tournament organizer ensures an ice rink, two dressing rooms for players of visiting teams, referees, timekeeper, and the Registrar of the health service. The main organizer of the tournament has always appointed the principal organizer. The organizer shall ensure that each tournament starts not earlier than 9:00 am. The organizer must send the program at the latest 8 days before the tournament to teams involved in the tournament (e-mail, mail, fax.)
  19. Tournament organizer bears the expanses for ice, referees, timekeeper, registrar, health service and eventually additional costs associated with the tournament to hold (the administration – chart, game report etc.) Participating teams in the tournament will cover other expenses (transportation, meals, etc.)
  20. Each team must have for the tournaments two sets of jerseys of different colors (light-dark) with numbers - choice of jerseys color the team referred to as home. The players of each team are required to play in complete and prescribed gear (according to the rules SZLH), including protective helmets with full face cage (or plexi) and including a neck protector.
  21. The organizer of the tournament will ensure each game score-sheet, which is sent by the first working day after the tournament to: HOBA Bratislava, Harmincova 3, 841 01 Bratislava, or sending it electronically to the email address of the principal organizer of the competition. The score-sheet of the match will in addition to standard data include the best team player of the match to be determined by each coach, who shall designate an opponent's best player and those players will be entered in the score-sheet of the match / tournament and further, each coach evaluate the opponent goalie from 1-5 points (5 is the best) and this goalies will be entered in the score-sheet of the match / tournament as well. Rating the best players of each match will serve as a basis to evaluate the best players for the final tournament competition. Final tournament is restricted to players who participated in at least three tournaments. The organizer of the tournament will check whether the score-sheet has been fully completed and signed.
  22. The teams will be ranked by: the score (score win 2, tie 1, loss 0) in case of equal points - cross-matches (for teams with equal points there will be a mini standpoint of cross-matches), the total score in the competition (the difference of goals scored and received), greater number of goals scored.
  23. Evaluation of the competition - cups, diplomas and medals for 1st-3rd position. Diplomas for the 4th to 8th place. The best goalkeeper, best shooter. All star team "A" and "B", the biggest talent.
  24. Entry fee is set at EUR 100, - Euro per team (If there is team A and team B in the competition - 200,- Euro) and it will be paid before the start of the competition by 09.09.2010. Deposit for penalties is 300, - Euro (150, - Euro per team). Entry fee will be used to partially cover the costs of competition (prices in competition and eventually other approved expenses). In the case of unauthorized start of a player the deposit for sanctions will be used to pay the fine for unauthorized start. In case of a resignation of any team, the entry fee and deposit for offences is not refundable.
  25. The competition is governed by the Committee, in which each participant will have a single representative. In case of disputes and other decisions necessary to be made the Committee will decide, according to the rules - each representative has one vote, - a majority of votes decides.

Summary: Each team chooses from two to three terms, which organizes the tournament, there will be 24 tournaments altogether; each team will take place in 8 tournaments. Registered teams: HOBA Bratislava, Ružinov Bratislava, HK Trnava, Girls Hockey CZ, Wien 48-ers Tigers, SHKM G-mont Hodonín, Wien Junior Capitals, WE-V Wien, KIC Wien. Until 12.9.2010, it is necessary to pay the entry fee and deposit for penalties. In the case the deadline is missed another teams will be invited! Please send the tournament dates as soon as possible! Minimum number of players on the roster is 10! With the roster also send face photos of the players for potential control during the tournament. Players may be added during the season, however the maximum number of players on the roster is 17, there is the exception for the Girls Hockey team CZ, which may have a roster of 25 players. You can add the specified number of players on the roster at any time during the season, but not later than three days before the tournament. Roster should be sent to 16/09/2010. Players born in 2001 play on A side, players born in 2002 play on the B side. The team organizing the tournament can offer the middle part of the ice for games of 2003 and younger. There are always 3 teams on one mini tournament, which play 2 matches, altogether 3. Duration is 3x15 minutes (event. 3x12). Ice resurface follows every second match. For the tournament it is necessary to provide: 3 hour of ice, dressing rooms for three teams, referees ( do not underestimate the choice!) and organization service (timekeeper, scorekeeper, barriers). We also welcome sponsors during the EMHL. The money will be used for the final tournament, or will be distributed among the teams. At the final tournament, only those players can enter, who attended at least three tournaments. We recommend that each team line up with three trios, the first should be the strongest, the second is weaker, the weakest is third, so that there is always strong against strong, weaker against the weaker.
